摘　　要：新时代数据驱动与创新技术应用背景下,将智慧文化数据运用于重大突发文化事件的监测、防范与应对,对于以数据驱动推进国家治理体系与治理能力现代化建设具有重要意义。文章运用可视化图谱,呈现重大突发文化事件的文化特征与文化要素之间的关联;运用模型构建法,依据智慧文化数据生命周期,构建重大突发文化事件智慧文化数据治理的理论模型。研究表明:重大突发文化事件具有突发难以预测、复杂多变、损失严重和损毁不可逆性等特征,智慧文化数据治理有助于重大突发文化事件的监测、预防与应对;可结合不同类别重大突发文化事件特征,探索文化建筑损毁类、文化载体损坏类、文化活动事故类和社会文化冲突类的重大突发文化事件智慧数据治理机制。In the data-and innovative technology-driven new era,applying smart data to monitor,protect against and respond to major cultural risks is of great importance in improving the modernization of China's governance system and capacity.By means of knowledge graph,this paper presents the links between the characteristics and elements of major cultural emergencies,and uses modeling to build a theoretical model of smart cultural data governance mechanism for major cultural emergencies based on the life cycle of smart cultural data.This study suggests that major cultural emergencies have the characteristics such as suddenness and unpredictability,complexity and changeability,heavy and irreversible damage;the smart cultural data governance is helpful to the monitoring,prevention and response to major cultural emergencies;smart data governance mechanisms vary according to the characteristics of different major cultural emergencies,e.g.the damage to cultural buildings,the damage to cultural carriers,cultural accidents and social-cultural conflicts.
