“双循环”推动中国自由贸易区高质量发展的思考建议

摘　　要：构建面向全球的高标准自由贸易区网络是“十四五”规划的重要内容,也是对接高标准经贸规则稳步推进高水平对外开放,适应中国新发展格局的必然要求。在此背景下,文章厘清了新发展格局与中国自由贸易区之间的内在联系,分析了当下中国自由贸易区建设的主要特征及面临的困境,同时发现新发展格局通过增强两种市场、两种资源的联动效应,有利于中国自由贸易区空间布局优化、高标准经贸规则对接和全方位产业布局的塑造。为此,要进一步加大中国自由贸易区的广度和深度、推进“一带一路”沿线国家自由贸易区的建设、发挥自贸试验区内引外联的优势,推动中国自由贸易区的高质量发展。The construction of a high-standard free trade zone network facing the world is an important part of the 14th Five-Year Plan,and it is also an inevitable requirement to steadily promote high-level opening to the outside world in line with high-standard economic and trade rules and adapt to China's new development pattern.Under this background,the article clarifies the internal connection between the new development pattern and China's free trade zones,analyzes the main characteristics and difficulties of the current free trade zone construction in China,and finds that the new development pattern is conducive to the optimization of the spatial layout of China's free trade zones,the connection of high-standard economic and trade rules,and the shaping of all-round industrial layout by enhancing the linkage effect of two markets and two resources.To this end,it is necessary to further increase the breadth and depth of China's free trade zones,promote the construction of free trade zones in countries along the Belt and Road,give full play to the advantages of attracting external contacts in the pilot free trade zones,and promote the high-quality development of China's free trade zones.
