PPP模式下老旧小区改造项目参与主体的利益分配研究

摘　　要：随着社会经济的高速发展,老旧小区改造成为城市治理中的一项重要工作内容,但是其整体改造进度并不十分乐观.经调查发现,资金短缺和居民参与度不足是滞后改造进度的重要因素.因此,本文首先提出老旧小区改造项目的PPP模式,然后从PPP模式下老旧小区改造项目的主要参与者进行利益分配博弈的角度进行研究,引入区间模糊Shapley值,从理论层面对解决合作中的利益分配问题进行探索,旨在最终促进老旧小区改造项目的有序推进.With the rapid development of social economy,the transformation of old residential areas has become animportant part of urban governance,but the overall transformation progress is not very optimistic.The survey found that the shortage of funds and the lack of residents'participationare important factors that lag the transformation progress.Therefore,this paper first puts forward the PPP model of the old community reconstruction project,then studies it from the perspective of the interest distribution game of the main participants of the old community reconstruction project under the PPP model,introduces the interval fuzzy Shapley value,and explores the problem of interest distributionin cooperation from the theoretical level,in order to finally promote the orderly promotion of the old community reconstruction project.
