情报主导警务视角下砍杀类极端袭击案件的防范策略研究

摘　　要：砍杀类极端袭击案件是公共安全防控的重点案件,该类案件在一些社会环境较为安定的地区时有发生,该类案件的杀伤性和舆论影响对于和谐稳定的社会环境建设具有巨大的破坏力。为了探究该类案件的预警防范策略,采取内容分析法,借助NVivo 12 plus软件作为研究工具,根据在中国裁判文书网、官方新媒体平台等多种渠道中搜集获取的典型案例作为原始文本,分析案件的突出特点,得出关于案件预防的建议。研究发现,该类案件一般具有突发性、隐蔽性、强杀伤性、目标选择多样的特点,这些特点也是该类案件难以进行防范的外在体现。因此应该从案件特点出发,结合公安机关情报工作中部分关键流程的工作做法,从情报搜集、情报研判、危险品管控、关注重点目标等角度对该类案件采取具有针对性的防范措施。Extreme attack cases are the key types of public security prevention and control,but they often occur in some areas with relatively stable social environment.The lethality and public opinion influence of such cases have great destructive power to the construction of a harmonious and stable social environment.In order to explore the early warning and prevention strategy of such cases,we hereby adopt the content analysis method,with the help of NVivo 12 plus software as a research tool,according to the typical cases collected in China judgment documents website and official new media platform as the original text,analyze the prominent characteristics of the cases,and draw suggestions on case prevention.The study has found that such cases generally have the characteristics of sudden nature,concealment,strong lethality and diverse target selection,which are also the external embodiment of such cases that are difficult to prevent.Therefore,it should start from the characteristics of the cases,combined with the work practices of some key processes in the intelligence work of the public security organs,and take targeted preventive measures for such cases from the perspective of intelligence collection,intelligence research,dangerous goods control,and paying attention to key targets.
