总体国家安全观视阈下提升海关风险防控能力研究

摘　　要：习近平总书记在党的十九大报告中,把“坚持总体国家安全观”作为新时代坚持和发展中国特色社会主义基本方略之一,指明了中国特色国家安全道路的前进方向。总体国家安全观是人民的安全观、系统的安全观、发展的安全观,是推动构建人类命运共同体的安全观,海关贯彻落实总体国家安全观应把握其全面性、整体性、可持续性和包容性等思想内涵。本文在分析海关提升风险防控能力面临挑战的基础上,从树立全面安全的监管理念、建立整体布局的监管机制、强化可持续发展的治理模式和营造包容合作的国际发展环境四个方面,为提升海关风险防控能力提出了系统性解决方案。In the report of the 19th CPC National Congress,XiJinping,general secretary of the CPC,considered“adhering to the holistic approach to national security”as one of the basic strategies for upholding and developing socialism with Chinese characteristics in the new era,indicating the way forward for national security with Chinese characteristics.The holistic approach to national security encompasses people’s security,systematic security,development security,and security promoting the building of a community with a shared future for mankind.Customs should implement the holistic approach to national security by grasping its ideological connotations of comprehensiveness,wholeness,sustainability,and inclusiveness.Based on the analysis of the challenges faced by Customs in enhancing its risk prevention and control capability,this paper proposes systematic solutions to enhancing the risk prevention and control capability of Customs in four aspects:establishing a comprehensive security regulatory concept,establishing a holistically laid out regulatory mechanism,strengthening a sustainable governance model,creating an inclusive and cooperative international development environment.
