摘 要:公共行政虽并非纯粹的效率导向和技术过程而存在复杂的政治偏好或政治行为,却不意味着这种偏好或行为一概具有合理性而应得到普遍认同。当行政管理者的政治偏好和政治行为与委托人的预期不同或相背离时,这种偏好或行为便成为控制者警惕、预防或抑制的对象,由此衍生出公共行政复杂的政治控制问题,成为公共管理研究必须面对的重要议题,官僚政治控制理论是围绕这种议题衍生的专门研究。梳理分析不同时期官僚政治控制的文献可以发现,迄今为止公共行政政治控制的研究固然内容丰富且形式多样,却总体收敛于官僚自治的控制方法或机制。自我控制、首脑控制、司法控制、立法控制和民众控制,是这种研究聚焦的主要议题。公共行政政治控制研究的基本观点大多产生于围绕这些议题的认知发现。政治与行政“二分法”、官僚自治和行政组织的政策偏离,是公共行政政治控制研究的三个假设前提。公共行政政治控制研究即便存在缺点和局限,对公共管理实践特别是公共管理基础理论的建构仍富有重要价值或启示:公共管理学家不仅应重新审视行政与政治的关系,关注官僚自治和信息偏在的积极效应,加强控制控制者问题的研究,而且应在政治管理意义上深化对政治控制的探究。Although public administration is not a pure efficiency orientation and technical process and there are complex political preferences or behaviors,it does not mean that such preferences or behaviors are rational and should be universally recognized.When administrators political preference and behavior is different from the expectations of the principal or deviating,preference or behavior becomes controller vigilance,prevent or inhibit the object,thus derived complex political control of public administration,become the important issues of public management research must face,bureaucratic control theory is around the issue of the research.By combing and analyzing the literature on bureaucratic political control in different periods,it can be found that although the research on political control of public administration is rich in content and diversified in form,it generally converged to the control methods or mechanisms of bureaucratic autonomy.Self-control,leadership control,judicial control,legislative control and popular control are the main topics of this kind of research.The basic viewpoints of the research on political control of public administration are mostly generated from the cognitive findings surrounding these issues.The dichotomy between politics and administration,the autonomy of bureaucracy and the policy deviation of administrative organization are the three hypotheses in the study of political control of public administration.Even though there are shortcomings and limitations in the study of political control of public administration,it is still of great value or enlightenment to the practice of public administration,especially the construction of the basic theory of public administration:Public management scientists should not only re-examine the relationship between administration and politics,pay attention to the positive effects of bureaucratic autonomy and information asymmetry,strengthen the study of control controllers,but also deepen the exploration of political control in the sense of po
