系统安全管理视角下高校户外运动风险防控体系构建及运行

摘　　要：高校户外运动快速发展,大学生户外事故频发,加强风险防控迫在眉睫。从系统安全管理视角,参照风险理论,结合高校实践,对高校户外运动风险防控体系的要素、结构、功能与具体措施等进行研究。研究认为,人、财、物、信息、时间等是构成高校户外运动风险防控体系的基本要素;按照活动流程与编排规则,防控体系由识别评估、事前预防、现场监控、事后减损、责任转移等五个子系统构成;各子系统分别按照预定程序运行,发挥风险辨识分类、风险预防回避、风险监预警控制、应急救援减轻伤害、转移风险损失等功能,综合确保高校户外运动系统安全。该防控体系设计全面,措施具体,针对性强,预期能为高校户外运动实施风险管理提供参考。With the rapid development of outdoor sports in universities,the frequent occurrence of outdoor accidents among college students,it is urgent to strengthen risk prevention and control.From the perspective of system safety management,with reference to risk theory and combined with college practice,this paper studies the elements,structures,functions and specific measures of the risk prevention and control system of outdoor sports in universities.It is concluded that people,money,goods,information and time are the basic elements of the risk prevention and control system of outdoor sports in universities;According to the activity process and arrangement rules,the prevention and control system consists of five subsystems,including identification and evaluation,prevention,on-site monitoring,post loss reduction and responsibility transfer.According to the predetermined procedure,Subsystems respectively run and give play to the function,such as the classification of risk identification,risk prevention and avoidance,risk warning and control,emergency rescue,reduce injury,transfer of risk loss,and other functions,comprehensive guarantee the safety of outdoor sports in universities system.The prevention and control system is comprehensive in design,specific in measures and highly targeted,which is expected to provide references for the risk management of outdoor sports in colleges and universities.
