摘　　要：回顾了建设项目竣工环境保护验收的发展历程,梳理了建设项目竣工环保验收由行政部门负责验收调整为建设单位自主验收后,验收效能显著提升、事中事后监管力度明显加大的改革成效。同时,分析了各级生态环境部门在验收检查中发现的建设单位未严格落实生态环保主体责任、属地生态环境部门监管不到位、验收报告存在严重质量问题、政府承诺事项进展缓慢等主要问题,并提出弱化污染影响类项目验收、强化生态影响类项目验收,加快推进验收技术规范制修订,加强指导、压实责任、提升信息化水平等管理建议。This paper reviewed the development process of the environmental protection acceptance management of completed construction projects,and sorted out the reform results which are∶after the environmental protection acceptance of completed construction projects was adjusted from the responsibility of the administration to the independent acceptance of the construction unit,the acceptance efficiency was significantly improved,and the supervision during and after the event was significantly strengthened.At the same time,the main problems found by the ecological environment departments at all levels in the acceptance inspection such as the failure of the construction units to strictly implement the main responsibility of ecological environmental protection,the lack of supervision of the territorial ecological environment department,serious quality problems of the acceptance reports,and indolent government promises were analyzed.At last,suggestions such as weakening the acceptance of pollution impact projects while strengthening the acceptance of ecological impact projects,accelerating the promulgation and revision of various acceptance technical specifications,and strengthening the guidance,compacting responsibility,improving the level of informatization technology were proposed.
