在火电行业创新固定污染源全过程环境管理模式的思考

摘　　要：以环境治理水平较高的火电行业为对象,重点梳理了新中国成立以来行业环境管理政策要求的变化,及其对行业结构调整、污染治理等方面的影响,分析了在减污降碳、协同增效发展新形势下,行业清洁低碳转型在环境准入管理、制度要求融合、监管执法形式等方面面临的问题与挑战,并建议以环评管理为基础、以排污许可为核心、以监管执法为抓手,探索构建固定污染源管理研究中心,协调政策管理要求,严格环境准入条件,压实环保主体责任,提升监管执法水平,创新全过程环境管理模式,为其他工业行业环境管理提供参考与借鉴。Based on thermal power industry,which has better environmental governance,the changes in environmental management policy requirements of the industry and the impacts on industrial structural adjustment and pollution control results since the founding of the People’s Republic of China are elaborated.Also,under the new synergistic development situation of pollution reduction and carbon reduction,the difficulties and challenges of industry clean low-carbon transformation in terms of environmental access management,system integration,regulatory enforcement forms are analyzed.It is suggested that,based on environmental impact assessment management,pollutant discharge permit system and regulatory enforcement,explore to establish stationary pollution sources management research center,coordinate policy management requirements,strict environmental access conditions,compact environmental protection main body responsibility,improve the level of supervision and law enforcement,innovate the whole process environmental management,and provide reference for other industrial environmental management.
