摘　　要：法治政府建设是全面依法治国战略的核心和重点,贯彻法治政府建设战略布局,需要切实加强相关理论创新研究。“法治政府要论”系列丛书从法治与政府的关系出发,形成了涵括基本原理、组织法治、行为法治、程序法治、责任法治、救济法治在内的系统完备的法治政府建设理论体系;以基本原理为基础,以政府责任为落点,融法治政府、服务政府、责任政府于一体,形成了周全严密的内在逻辑;立足我国法治政府建设取得的历史性成就,集成现有法治政府建设理论研究成果,对法治政府建设的诸多关键性问题进行了理论提炼,是立足中国法治政府实践、服务法治政府建设战略的创新性研究成果。The construction of a government ruled by law is the core and focus of the comprehensive strategy of governing the country according to law.To implement the strategic layout of the construction of a government ruled by law,we need to strengthen relevant theoretical innovation research.Starting from the relationship between the rule of law and the government,the series of“On the Rule of Law Government”has formed a systematic and complete theoretical system for the construction of government under the rule of law,including basic principles,organizational rule of law,behavioral rule of law,procedural rule of law,responsibility rule of law and relief rule of law;Based on the historic achievements of the construction of the government under the rule of law in China,integrating the existing theoretical research results of the construction of the government under the rule of law,this paper theoretically refines many key problems of the construction of the government under the rule of law;Based on the basic principles,taking the government responsibility as the foothold,integrating the government under the rule of law,serving the government and responsible government,forming a comprehensive and strict internal logic.It is an innovative research achievement based on the practice of China's Government under the rule of law and serving the construction strategy of the government under the rule of law.
