摘 要:现代土地公有制的思想渊源之一,在于消解土地资本化所引发的社会失衡困境。改革开放以来,中国城乡土地的资本化进程建立在土地公有的特殊制度基础之上,并在复杂的政策演进中形成了权属模糊这一现实特征。受模糊地权的影响,城镇国有土地与农村集体土地的资本化进程分别引发了显著的二重性效用;同时,处于空间治理主导地位的中央与地方政府,为了维持乃至强化土地资本化的积极效应,默许了模糊地权的持续存在,间接导致了土地资本化消极效应的反复出现。消解城乡空间发展中的二重性困境,不应简单地打断土地的资本化进程;建议从“投入保障房事业”和“生态价值货币化”的角度切入,构建能够更好地发挥公有制优势的土地资本化之“锚”。One of the ideological origins of modern public land ownership lies in the elimination of the social unbalanced dilemma caused by land capitalization.Since the reform and opening up,the capitalization process of urban and rural land in China has been established on the basis of the special system of public land ownership,and has formed the realistic feature of"ambiguity of ownership"in the complex policy evolution.Affected by ambiguous land rights,the capitalization process of urban state-owned land and rural collective land has triggered significant dual effects.The tacit approval of the persistent existence of ambiguous land rights indirectly leads to the repeated occurrence of negative effects of land capitalization.To resolve the dual dilemma in the development of urban and rural space,the capitalization process of land should not be interrupted;it is recommended to start from the perspectives of"investment in affordable housing"and"monetization of ecological value"to build land that can better utilize the advantages of public ownership The"anchor"of capitalization.
