社会组织参与城市社区治理的制度嵌入性分析——基于社会工作机构的跨案例研究

摘　　要：社会组织参与城市社区治理是有效实现社会转型、推动城市社会管理创新、完善社会治理体系的重要内容之一。研究以社会组织嵌入式治理理论为基点,从基本治理主体和嵌入式体系两个维度出发,剖析社会组织在城市社区治理过程中与制度嵌入互动的过程与机理。研究表明:制度嵌入社会组织,使其在成功实现资源汲取和合法性延续的基础上持续回应社区需求;而面对制度嵌入带来的负面影响,社会组织能够采取措施平衡秩序与活力间的关系,发挥城市社区治理功效。具体而言,在坚守公共利益为先的价值导向下,增强服务能力、加强知识生产、积极建构社会资本是社会组织摆脱行政化侵蚀等负面影响,有效参与城市社区治理的重要因素。Social organizations participating in urban community governance is one of the important contents of effectively realizing social transformation,promoting urban social management innovation and improving social governance system.Based on the embedded governance theory of social organizations,this paper analyzes the process and mechanism of the interaction between social organizations and institutional embeddedness in the process of urban community governance from the two dimensions of basic governance subjects and embedded system.The results show that the system is embedded in social organizations to make them continuously respond to community needs on the basis of successfully absorbing resources and continuing legitimacy;Facing the negative impact of institutional embeddedness,social organizations can take measures to balance the relationship between order and vitality and give full play to the effectiveness of urban community governance.Specifically,under the value orientation of adhering to the public interest first,enhancing service capacity,strengthening knowledge production and actively constructing social capital are important factors for social organizations to get rid of the negative impact of administrative erosion and effectively participate in urban community governance.
