三方博弈下的历史文化街区保护更新策略优化研究

摘　　要：当前,我国进入以人为核心的新型城镇化阶段,历史文化街区的保护、利用、传承,对延续历史文脉、推动城乡建设高质量发展、坚定文化自信、建设社会主义文化强国具有重要意义。经济学视角下,在实施历史文化街区保护更新过程中,多方主体在缺乏有效的法律法规约束下,会产生价值判断错位,导致历史街区保护与利用“矛盾化”、物质空间与非物质空间“失衡化”、文旅业态“同质化”。文章以管理主体、实施主体以及使用主体三方作为研究对象,基于博弈论视角构建三方博弈模型,探讨“三赢”的可持续保护更新优化策略。At present,China has entered a new stage of people-centered urbanization.The protection,utilization and inheritance of historical and cultural districts are of great significance to the continuation of historical context,the promotion of high-quality development of urban and rural construction,the strengthening of cultural confidence and the building of a socialist cultural power.From the perspective of economics,in the process of implementing the protection and renewal of historical and cultural districts,under the constraints of the lack of effective laws and regulations,the value judgment will be mismatched,resulting in the"contradiction"of the protection and utilization of historical and cultural districts,the"imbalance"of the physical space and the non-physical space,and the"homogenization"of the cultural and tourism industry.This paper takes the management subject,the implementation subject and the user subject as the research object,constructs the three-party game model based on the game theory perspective,and discusses the"triple win"strategy of sustainable conservation and renewal.
