摘 要:北美通过50多年的实践探索,编制出一套较为全面和完整的大电力系统可靠性标准。而随着中国电网架构的发展,电力可靠性管理工作日趋复杂,但并未形成一套完整的可靠性管理标准,标准的完善对提高可靠性管理工作水平有重要意义。为此,文中按照北美大电力系统可靠性标准框架体系,查找中国相关的标准和规范,并进行了逐项内容的对比分析。在此基础上,从标准的详细程度、标准规范的对象、标准的区域差异性、标准版本记录这4个方面提出了完善中国可靠性标准的建议,旨在为中国可靠性标准的制订提供参考,以期完善可靠性标准体系,加强电力可靠性管理,保障电力系统可靠运行和电力可靠供应。Through more than 50 years of practical exploration, North America has worked out a relatively comprehensive and complete reliability standards for bulk electric systems. With the development of power grid architecture in China, power reliability management is becoming increasingly complex, but a complete set of reliability management standards has not been formed. The perfection of the standards is of great significance to improve the level of reliability management. Therefore, according to the framework system of reliability standard for the bulk electric system of North American, this paper refers to the relevant standards and specifications of China, and carries on the comparative analysis item by item. On this basis, from four aspects such as the standard of the detail, the object of the standard specification, the standard regional differences, the record of the standard versions, suggestions for improving reliability standards of China are put forward, so as to provide reference for the formulation of reliability standards of China, strengthen the management of power reliability, improve the reliability standard system, and ensure the reliable operation of the power system and the reliable supply of power.
