风险社会视域下图书馆安全能力模型构建研究

摘　　要：【目的/意义】风险社会背景下,社会的高度复杂性与不确定性使安全成为图书馆学界与业界需要重新关注的重要问题。图书馆安全能力的持续发展成为应对安全风险的逻辑旨归。【方法/过程】本文在揭示风险社会语境下风险的特征对图书馆安全管理过程、图书馆安全胜任力及图书馆员安全知识造成的挑战基础上,解构图书馆安全能力发展的三个向度,形成一种新的图书馆安全能力观。【结果/结论】本文以马斯洛需求层次结构为隐喻,以应急-常态维度、基础-高阶维度为分析框架,将图书馆安全能力划分为五个层次,并以图书馆安全管理、应急服务、读者安全素养培育、社区韧性提升及公众科学实践为核心内容,构建了“图书馆安全能力层次结构”模型。【创新/局限】图书馆安全能力层次结构能够为图书馆发展安全能力提供有价值的借鉴,并在一定程度上衡量图书馆在安全能力方面的成熟度与成长性。【Purpose/significance】In the context of risk society,the high complexity and uncertainty of society make security an important issue that needs renewed attention from library academia and the profession.Continued development of library security capabilities becomes the logical destination for addressing security risks.【Method/process】On the basis of revealing the challenges posed by the characteristics of risk in the context of risk society to library security management process,library security competency and librarians’security knowledge,this paper deconstructs three directions of library security capability development and forms a new view of library security capability.【Result/conclusion】Based on this perspective,this paper uses Maslow’s hierarchy of needs as a metaphor,emergency-regular dimension and basic-higher-order dimension as the analysis framework,and divides library safety capability into five levels,with library safety management,emergency services,patron safety literacy cultivation,community resilience enhancement and public science practice as the core contents,and constructs the"Library Safety Capability Hierarchy"model.【Innovation/limitation】The Library Security Capability Hierarchy can provide valuable reference for libraries to develop security capabilities and measure to some extent the maturity and growth of libraries in security capabilities.
