摘 要:矿产资源可持续利用是可持续发展的重要组成部分,提升矿产资源可持续发展能力对中国国民经济发展具有重要的战略意义.文章提出了扩展的slacks-based measure (SBM)模型,以中国31个省级行政区为例,对2008-2017年中国矿产资源的可持续效率水平进行评估,并结合全局参比Malmquist-Luenberger指数对中国可持续全要素生产率(total factor productivity,TFP)展开分析.从空间异质性、时间趋势等多个维度展开分析,结论如下:中国矿产资源的可持续效率均值有明显的空间分布特征,且国家政策等能明显带动矿产资源可持续效率的提升;2008-2017年,各省级行政区的可持续TFP水平整体上均有所提升,且大部分省级行政区属于技术型和综合型,而效率型较少.最后结合上述结论,对提升中国矿产资源可持续发展能力提出相应政策建议.Sustainable use of mineral resources is an important part of sustainable development.Improving sustainable development capacity of mineral resources has important strategic significance for the development of China’s national economy.This paper proposes an extended slacks-based measure(SBM) model,taking31 provincial administrative regions as an example to evaluate the sustainable efficiency level of China’s mineral resources from 2008 to 2017,and combining the global Malmquist-Luenberger index to evaluate China’s sustainable total factor productivity.Analyzing from spatial heterogeneity and temporal trends,the conclusions are as follows:The average sustainable efficiency of my China’s mineral resources has obvious spatial distribution characteristics,and national policies can obviously drive sustainable efficiency of mineral resources;From 2008 to 2017,the sustainable total factor productivity(TFP) of all provincial administrative regions has been improved,and most provincial administrative regions were technical and comprehensive,with less efficiency.Finally,based on the above conclusions,corresponding policy recommendations are put forward for improving the sustainable development capacity of China’s mineral resources.
