摘 要:针对温州沿海地区大中型水库洪水预报预警模型及系统建设存在的一些问题,结合浙江省数字化改革的要求及温州市“三防”工作的要求,在20座大中型水库摸排、分析及调查研究基础上,开展温州市大中型水库洪水预报调度数字化建设,旨在提高全市洪水科学预报调度水平。为确保洪水预报调度系统的建设质量和系统应用的整体性,各水库系统单库能有效运行,多库能有效融合,研究提出了感知体系建设、水库预报调度场景建设和全市区域场景建设的内容要求,以及工程基础数据、外部数据共享和温州市水平台框架和数据等应用支撑要求。这些研究为后续温州市大中型水库洪水预报模型及系统数字化建设奠定了基础。In view of some problems existing in the flood forecast and early warning model and.system construction of large and medium-sized reservoirs in Wenzhou coastal areas,combined with the requirements o£digital reform in Zhejiang Province and the"Three Prevention"done in Wenzhou City,and based on the modeling,analysis and investigation of 20 large and medium-sized reservoirs,the digital construction of flood forecast and dispatching of large and medium-sized reservoirs in Wenzhou City is carried out,aiming at improving the level of scientific flood forecast and dispatching of the whole city.In order to ensure the construction quality of the flood forecasting and dispatching system and the integrity of the system application,the single reservoir of each reservoir system can operate effectively and the multi reservoir can be effectively integrated.The content requirements of the construction of the perception system,the construction of the reservoir forecasting and dispatching scene and the construction of the regional scene of the whole city,as well as the application support requirements of the basic data of the project,the external data sharing and the framework and data of the Wenzhou level station are put forward.These studies have laid a foundation for the follow-up construction of flood forecasting model and system digitization of large and medium-sized reservoirs in Wenzhou.
