摘　　要：针对当前我国政府债务项目管理存在的主要问题,本文从项目生命周期管理视阈分别从项目规划、项目启动、项目实施、项目终结四个过程维度,分析当前政府债务管理体系存在的问题,提出创新性、制度性、建设性的债务项目管理体系及相关对策建议。进一步丰富了政府债务管控与治理领域研究的内涵,对规范政府债务项目的制度性管理,做好项目建设过程中的风险防范及其可能产生的金融风险,提高政府债务管理成效,推进反腐倡廉治理具有一定的实践意义和参考价值。In view of some main problems existing in the current government debt projects in China,this paper analyzes the existing problems of the current government debt management system from four process dimensions,which are project planning,project startup,project implementation and project termination,from the new perspective of project life cycle management,and puts forward an innovative,institutional and constructive debt project management system and eight systematic countermeasures and suggestions.This paper further enriches the connotation of research in the field of government debt control and governance,and has certain practical significance and reference value for standardizing the institutional management of government debt projects,doing a good job in risk prevention and possible financial risks during project construction,improving the management effectiveness of government debt,and promoting Anti-corruption Governance.
