摘　　要：本文以沃尔克-格林斯潘时代的美联储为研究对象,阐述以物价稳定为主要目标的“逆风而行”规则的运行,作为理解当前美联储新货币政策框架——“平均通胀目标制”——的参照系。This paper takes the Federal Reserve in the Volcker-Greenspan era as the research object, and expounds the operation of the "going against the wind" rule with price stability as the main goal, which can be taken as reference for understanding Fed’s new monetary policy framework "Average Inflation Targeting".
