摘　　要：过去二十余年,上海合作组织经历了初步合作、全面合作和扩大合作的发展阶段,现已成为冷战后发展中国家独立自主探索地区合作的典范。在此进程中,上海合作组织形成了颇具区域特色的发展路径,集中体现为:以多边互动实现价值与规范的社会化,以集体共识凝聚组织发展的合力,以安全合作引领地区合作向多领域拓展,以渐进主义推动地区经济合作深入发展,以包容性多边主义实现区域治理方案兼容共存。在新的起点上,上海合作组织发展面临的不确定性因素增多,成员国之间的差异性继续扩大,成员国围绕上合组织形成了比较微妙的心理结构。因此,需要充分发掘大国的主观能动性,调动中小成员国的集体能动性,提升上合组织发展的政治领导力,增强组织可持续发展的动能。Over the past two decades, the Shanghai Cooperation Organization(SCO) has undergone three stages: initial cooperation, comprehensive cooperation and expanded cooperation. The SCO has now become a model for developing countries to independently engage in regional cooperation in the post-Cold War era. In this process, the SCO has formed a development path with regional characteristics, which include the socialization of values and norms through multilateral interaction, the cohesion of the organization’s development through collective consensus, the expansion of regional cooperation to multiple fields driven by security cooperation, the in-depth development of regional economic cooperation through incrementalism, and the coexistence of regional governance programs through inclusive multilateralism. The uncertainties facing the SCO have increased, the differences among member states have been more pronounced, and member states have developed a more subtle and complex understanding of the SCO. Therefore, it is necessary to fully exploit the initiatives of major powers, mobilize the small and medium-sized member states, consolidate the political leadership of the SCO, and promote the momentum of sustainable development.
