摘　　要：挥发性有机化合物(Volatile Organic Compounds,VOCs)是石油、化工管路泄漏的重要部分,美国、欧洲等国家率先对VOCs逸散排放进行立法管控,我国于近期增加了对工业阀门逸散排放控制的要求。通过解读国内外相关工业阀门逸散排放技术标准,结合应用实践经验,根据介质判断是否需要逸散排放要求,推荐适用于不同危害工况的逸散排放技术规范,进行对阀门制造商的资质认证和产品合格验收,以推动整个行业的技术进步和规范管控,让工业管道设施更加安全和健康。Volatile Organic Compounds(VOCs)are major substances in petroleum and chemical pipeline leakages,thus the United States and Europe took the lead to exercise legislative control on VOCs fugitive emissions.China has recently made requirements to control fugitive emissions from industrial valves.Through the interpretation of relevant technical standards at home and abroad on fugitive emissions from industrial valves and based on practical experience,this paper explains how to determine whether the fugitive emission requirements are applicable according to the medium in the pipelines,recommends suitable fugitive emission technical specifications for different hazardous working conditions,and introduces how to carry out qualification certifications and product qualification acceptances of valve manufacturers,hoping to promote the technological progress and standardized control of the entire industry,facilitating safer and healthier industrial pipeline facilities.
