摘　　要：编制基础测绘规划是《中华人民共和国测绘法》的法定要求,也是加快“十四五”基础测绘创新发展的客观要求。本文以江苏省为例,围绕“十三五”期间基础测绘建设现状、存在不足与“十四五”时期发展需求,开展了规划编制专题研究。研究涉及测绘基准、基础地理信息数据资源、新型基础测绘建设、地理信息应用服务和测绘科技创新等方面,并基于基础测绘与自然资源管理业务深度融合、新型基础测绘体系建设、地理信息资源统筹共享等关键问题,提出基础测绘转型发展和新型基础测绘体系建设等规划编制的若干建议,为新形势下推动“十四五”基础测绘高质量发展提供支撑。The planning of basic surveying and mapping is not only the requirement of the Surveying and Mapping Law of the People’s Republic of China,but also the needs of the innovative development of basic surveying and mapping during the 14th Five-Year Plan.Taking Jiangsu Province as an example,this paper has carried out special investigations on the implementation and existing problems of basic surveying and mapping construction during the 13th Five-Year Plan period,and the development needs during the 14th Five-Year Plan period.Focusing on the geodetic datum,fundamental geographic information,new basic surveying and mapping construction,geographical information services and surveying technology innovation,etc.,based on the deep integration of basic surveying and natural resource management business,the construction of new basic surveying and mapping systems,and the overall planning and sharing of geographical information resources,several construction suggestions for the transformation and development of basic surveying and mapping and the construction of a new basic surveying and mapping system are put forward,so as to provide research support for promoting the high-quality development of basic surveying and mapping under the new situation.
