摘　　要：把实施乡村振兴作为新时代“三农”工作的总抓手,承上启下的县级地方政府的有效行为对于推进乡村振兴战略的顺利实施意义重大。作为一类特殊区域,深度贫困地区乡村振兴的基本内涵及基本要求既具有一般性特征,更具有特殊性特征,存在优势也存在困境。依据乡村振兴的内涵及基本要求和县级政府职能,县级政府在乡村振兴战略实施中的作用及定位主要有引领作用、服务作用和监督作用。相应地,深度贫困地区县级政府应提升政府效能,通过贯彻落实新发展理念和国家乡村振兴战略、统筹制订区域乡村振兴规划和乡村振兴的实践模式、加强组织保障做好有效评价监督等行为促进乡村振兴战略的有效实施。The implementation of the rural revitalization strategy is the general starting point of China’s“three rural”work in the new era.The effective behavior of the county-level local government connecting the preceding and the following is of great significance to the smooth implementation of the rural revitalization strategy.As a special type of region,the basic connotation and requirements of rural revitalization in deeply poverty-stricken areas have both general characteristics and special characteristics,with advantages and difficulties.According to the connotation and basic requirements of rural revitalization and the functions of county government,county government plays a leading,service and supervision role in the implementation of rural revitalization strategy.Accordingly,the county[5]level governments in deeply poverty-stricken areas should improve their effectiveness,and promote the effective implementation of the rural revitalization strategy by implementing the new development concept and the national rural revitalization strategy,formulating the practical model of regional rural revitalization planning and rural revitalization as a whole,and strengthening organizational guarantee and effective evaluation and supervision.
