摘　　要：加强对“一把手”的监督,是新时代健全党和国家监督体系的重点难点工作。目前在对“一把手”监督中,还存在部分“一把手”自觉接受监督意识不强、自上而下的监督力度不够、同级监督太软、监督制度效能发挥不足、监督合力尚未形成等问题。党的十八大以来,习近平聚焦对“一把手”监督中存在的薄弱环节和突出问题,强调要规范“一把手”权力运行,拓展对“一把手”的监督方式,丰富和完善对“一把手”的监督制度,切实落实好党委的主体责任和纪检监察机关的监督责任,构建对“一把手”全方位的监督体系,为新时代做好对“一把手”的监督工作提供了根本遵循。Strengthening the supervision of“top leaders”is the key and difficult task of improving the Party and state supervision system in the new era.At present,there are still a lot of problems calling for urgent solutions in the supervision of“top leaders”found in“top leaders”insufficient awareness in consciously accepting supervision,the top-down supervision being inadequate,weak supervision from parallel organizations,insufficient performance of supervision,and joint forces of supervision power yet to be maximized.Since the 18th National Congress of the Communist Party of China,Xi Jinping has focused on the weak links and prominent problems in the supervision of“top leaders”,making a series of important remarks about strengthening the supervision of“top leaders”,including regulation of their public power execution,expanding the means of supervision,enriching and perfecting the supervision mechanism,adequate fulfilment of Party committee’s subject responsibility and discipline inspection organization’s supervising responsibility so that a omnipresent supervising system can be constructed to provide a basic guideline for supervision of top leaders in the new era.
