县域行政管辖权上移强化了中心城市的经济发展效应吗?

摘　　要：为了探究中心城市扩张对周边区域的经济影响,利用2005-2019年间我国县域行政管辖权上移为准自然实验构建三重差分模型。主要得出以下结论:第一,县域行政管辖权上移能够促进区域内劳动和资本等生产要素的集聚,有效推动中心城市扩张;第二,行政管辖权上移推动的中心城市扩张能够显著促进县域内经济总量和人均经济水平的提升;第三,中心城市扩张对于不同初始规模和区位的县级区域存在差异:初始规模较大的县域更能发挥中心城市扩张过程中的集聚效应,经济总量增加更加显著;东部地区县域相对中西部地区在中心城市扩张过程中更能发挥中心城市的推动促进作用。为此,建议我国应该进一步发挥市场配置生产要素的核心作用,推动生产要素自由流动,助力城市群和都市圈高质量发展。In order to explore the economic impact of the expansion of central cities on the surrounding areas,this paper uses the quasi-natural experiment of the upward shift of county administrative jurisdiction in China from 2005 to 2019 to construct a Difference-in-Difference-in-Difference model.The main conclusions are as follows:First,the upward shift of county administrative jurisdiction can promote the regional agglomeration of production factors such as labor and capital,and effectively promote the expansion of central cities;Second,the expansion of central cities promoted by the upward shift of administrative jurisdiction can significantly accelerate the increase of county economic aggregate and the improvement of economic efficiency;Third,there are differences in the expansion of central cities between counties with different initial scale and location:The county with larger initial scale has a better agglomeration effect in the process of central city expansion and the increase of its economic aggregate is more significant;Compared with the central and western regions,counties in the eastern region have more economic efficiency in the process of central city expansion.Therefore,this paper suggests that China should further enable market allocation of production factors play a core role,promote the free flow of production factors,and assist the high-quality development of city clusters and metropolitan areas.
