摘　　要：以甘肃省农村“三变”改革试点县(区)为例,参考各省、市农村“三变”改革经济效果评价方法,运用2017-2020年甘肃省农村“三变”改革试点县(区)的调研数据,采用层次分析法选取经济效益、社会效益、生态效益3个一级评价指标以及农民人均收入等12个二级评价指标,分析评价了甘肃省农村“三变”改革试点县(区)的综合效果。研究表明,甘肃省农村“三变”改革试点县(区)综合效果为“非常满意”占38%,“满意”占32%,“一般”占19%,“不满意”占11%,其中“非常满意”和“满意”合计占70%。根据最大隶属原则,甘肃省农村“三变”改革试点县(区)综合效果评价结果为“满意”。综合评价结果说明,甘肃省试点县(区)农村“三变”改革综合效果较好,已呈现出“农村资源活起来,分散资金聚起来,农业产业强起来”的良好态势,这与甘肃省目前开展的农村“三变”改革实际情况基本相符合。Taking the rural“three changes”reform of the pilot counties(districts)in Gansu Province as an example,referring to the evaluation method of the economic effect of the rural“three changes”reform in various provinces and cities,using the survey data of rural“three changes”reform of the pilot counties(districts)in Gansu Province from 2017 to 2020,using the analytic hierarchy process to select economic,social and ecological benefit as three first-class evaluation indicators,as well as 12 second-class evaluation indicators such as the per capita income of farmers etc.,this paper comprehensively analyzes and evaluates the comprehensive effects of the rural“three changes”reform of the pilot counties(districts)in Gansu Province.The results show that the comprehensive effect of rural“three changes”reform of the pilot counties(districts)in Gansu Province is evaluated as“very satisfied”accounting for 38%of all pilot counties(districts),“satisfied”accounting for 32%,“average”accounting for 19%,“dissatisfied”accounting for 11%.Among them,the evaluation of“very satisfied”and“satisfied”accounts for 70%in total.According to the principle of maximum subordination,the comprehensive evaluation result of rural“three changes”reform of the pilot counties(districts)in Gansu Province is“satisfied”.The comprehensive evaluation results show that the comprehensive effect of the rural“three changes”reform of the pilot counties(districts)in Gansu Province is beneficial,showing a positive trend of“rural resources are usable,scattered funds are gathered,and the agricultural industry is growing”,which is basically consistent with the current actual conditions of the rural“three changes”reform in Gansu Province.
