摘　　要：选用我国2007-2019年的省级面板数据,利用固定效应和中介效应模型研究地方民生性财政支出与城乡收入差距对经济增长的影响。研究结果表明,地方民生性财政支出能促进经济增长,且存在结构异质性,其中与民生密切相关的支出项起着更明显的促进作用;城乡收入差距在地方民生性财政支出促进经济增长的过程中发挥了部分中介效应;环境异质性分析发现,2007-2012年的城乡收入差距对经济增长产生的阻碍作用要远大于2013-2019年;区域异质性分析发现,东北地区的地方民生性财政支出对经济增长的促进作用最大,中西部地区城乡收入差距对经济增长的阻碍作用较小。因此,地方政府应增加民生性财政支出规模并保持科学合理性的支出结构,提高支出效率。此外,地方政府还要加大对农村地区的民生性财政的投入,缩小城乡收入差距,改善城乡发展的非均衡性,推动经济增长。In this paper,provincial panel data from 2007 to 2019 in China are selected to study the impact of local government expenditures on people’s livelihood and urban-rural income gap on economic growth by using fixed effect and mediating effect models.The results show that local government expenditures on people’s livelihood can promote economic growth.There is structural heterogeneity and the promoting effects of expenditure items closely relating to people’s livelihood are more obvious.Urban-rural income gap has partial mediating effects in the process of local government expenditures on people’s livelihood promoting economic growth.With analysis of heterogeneity of the policy environment,this study finds that the urban-rural income gap from 2007 to 2012 has a much greater hindering effect on economic growth than that from 2013 to 2019.With regional heterogeneity analysis,this study finds that local government expenditures on people’s livelihood in the northeast region has the greatest effect on promoting economic growth,and urban-rural income gaps in the central and western regions have a modest effect on hindering economic growth.Therefore,local governments should increase the scale of expenditures on people’s livelihood and maintain a scientific and rational expenditure structure to improve the efficiency of expenditure.In addition,local governments should increase fiscal input in people’s livelihood in rural areas;so as to narrow urban-rural income gap,improve the imbalance between urban and rural development,and promote economic growth.
