摘　　要：国际环境复杂变化,新形势下的大国博弈和科技竞争为军民融合战略实施带来新的挑战,构建军民科技创新资源快速响应机制有利于军方与民方科技创新的协同发展,有利于国家创新资源的配置,从而推动科技强军和地方经济建设。文章以江苏为例,分析创新载体、创新平台、创新人才、创新企业方面的军民科技创新资源情况,试图从园区、人才、金融、产业、平台5个维度构建军民科技创新资源的快速响应机制,为实现军民科技创新资源快速响应国防需求,推进科技军民融合发展提供理论依据。The international environment is complex and changing,and the big country game and scientific and technological competition under the new situation have brought new challenges to the implementation of the military civilian integration strategy.The construction of a rapid response mechanism for military civilian scientific and technological innovation resources is conducive to the coordinated development of military and civilian scientific and technological innovation,is conducive to the allocation of national innovation resources,and thus promotes the strengthening of the military through science and technology and local economic construction.Taking Jiangsu as an example,this paper analyzes the situation of military and civilian scientific and technological innovation resources in terms of innovation carriers,innovation platforms,innovative talents and innovative enterprises,and attempts to build a rapid response mechanism of military and civilian scientific and technological innovation resources from the five dimensions of parks,talents,finance,industry and platforms,so as to provide a theoretical basis for realizing the rapid response of military and civilian scientific and technological innovation resources to national defense needs and promoting the development of military and civilian integration of science and technology.
