摘　　要：为推动榆林能源化工基地高质量发展,解决地区货物运输“公转铁”问题,对其支线铁路网规划方案进行研究。首先,对榆林能源化工基地煤炭、电力、化工等产业发展现状及规划情况进行分析,在此基础上,根据产需平衡,分年度预测榆林能源化工基地铁路运输需求;其次,对榆林能源化工基地干支线铁路衔接情况进行梳理,分析其中存在的问题;再次,基于问题导向和目标导向,立足盘活既有资源、服务发展需要等原则,对相关规划项目的功能定位、发展思路及建设时序进行系统性分析,进而提出“三纵三横多联”的支线铁路网规划格局。In order to promote the high-quality development of Yulin energy and chemical industry base,and to solve the problem of shifting freight transportation from highway to railway,the planning of branch railway network is studied.Firstly,we analyzed the present situation and development planning of coal,electric power and chemical industry in Yulin energy and chemical industry base,and based on the balance of production and demand,the railway transportation annual demand is predicted.Secondly,we sort out the connection between trunk and branch railways in Yulin energy and chemical industry base and analyze the existing problems.Thirdly,based on the problem orientation and goal orientation,following the principles of revitalizing existing resources and serving development needs,we systematically analyze the function orientation,development ideas and construction timing of the planning branch railways,and put forward the planning pattern of"three verticals,three horizontals,and multiple connections".
