我国农村生活污水处理费定价机制研究——以湖北省为例

摘　　要：推进农村生活污水治理是实施乡村振兴战略的重要举措。本文以湖北省17个市的农村地区为样本区域,运用成本定价方法,对农村地区生活污水处理费定价机制进行研究。研究表明:湖北省大部分农村地区生活污水处理项目处于成本递增阶段,有必要按照“污染者付费”原则征收生活污水处理费;当前湖北省农村地区生活污水处理费平均定价为0.75元/吨,相较于湖北省城市生活污水处理费定价,农村生活污水处理费定价偏低,应尽快建立和完善农村地区生活污水处理费形成机制。基于上述结论,提出完善生活污水处理成本分摊机制、健全生活污水处理费调整机制、建立生活污水处理费市场化机制等政策建议。Promoting rural domestic sewage treatment is an important measure to implement the rural revitalization strategy.This paper takes the rural areas of 17 cities in Hubei Province as the sample area to study the domestic sewage treatment fee pricing mechanism in rural areas by using the cost pricing method.The study shows that most rural areas in Hubei province are in the increasing cost stage,so it is necessary to collect the principle of"polluter pays".At present,the average price of domestic sewage treatment fee in rural areas of Hubei Province is 0.75 yuan per ton.Compared with the price of urban domestic sewage treatment fee in Hubei Province,the price of rural domestic sewage treatment fee is too low,so the formation mechanism of domestic sewage treatment fee in rural areas should be established and improved as soon as possible.Based on the above conclusions,puting forward the policy suggestions such as improving the cost-sharing mechanism of domestic sewage treatment,improving the adjustment mechanism of domestic sewage treatment fees,and establishing the market-oriented mechanism of domestic sewage treatment fees.
