摘 要:三峡坝前拥堵日益严重,三峡翻坝运输体系可以疏散交通流、缓解拥堵,使承运人和托运人节约等待成本。基于惰性理论,考虑托运人自主选择运输行为,本文构建异质托运人选择模型,探究承运人翻坝运输最优定价决策。研究发现:由于托运人惰性行为的存在,非应急和应急情况下,滚装船和集装箱承运人运输定价均随着托运人惰性行为的增大而增大;非应急情况下,当翻坝运输率达到一定阈值后,滚装船和集装箱承运人运输定价保持稳定状态;应急情况下,托运人需尽快做出选择翻坝运输的决定,降低承运人运输定价;由于翻坝运输成本较高,政府应给予适当补贴,增强翻坝运输的竞争力。Compare with the severe congestion before Three Gorges Dam, Three Gorges transshipment evacuate the traffic flow, relieve the congestion, and save the waiting cost for carriers and shippers. Based on the inertia theory, considering the shippers’ autonomous choice of transportation behavior, this paper constructs a heterogeneous shipper selection model to explore the optimal pricing decision for the carriers’ transshipment. It is found that due to shippers’ inertia, the pricing of both RO/RO and container carriers increases with the increase of shippers’ inertia under non-emergency and emergency states. Under non-emergency state, the pricing of RO/RO and container carriers remains stable before the pass-through rate reaches a certain threshold. Under emergency state, the shipper should make the decision to adopt transship-ment mode as soon as possible to reduce the carriers’ pricing. Due to the high cost of transshipment, the government should give appropriate subsidies to enhance the competitiveness of transshipment transport.
