摘　　要：General Secretary Xi Jinping has put forward a series of new concepts, thoughts and strategies on ’upholding constitution-based governance and exercise of state power’. With the logic of ’what’,’why’ and ’how’, General Secretary Xi Jinping has profoundly elaborated on an array of relevant major theoretical and practical issues, such as what is upholding constitution-based governance and exercise of state power, why we should uphold constitution-based governance and exercise of state power, and how to uphold constitution-based governance and exercise of state power, which effectively indicates its core tenets, great significance and practical requirements of governing the country and exercising the state power in accordance with the Constitution.围绕“坚持依宪治国、依宪执政”,习近平总书记提出一系列新理念新思想新战略,以“是什么、为什么、怎么做”的逻辑理路,深刻阐明了什么是坚持依宪治国、依宪执政,为什么要坚持依宪治国、依宪执政,以及怎样坚持依宪治国、依宪执政等一系列重大理论和实践问题,有力揭示了依宪治国、依宪执政的核心要义、重大意义和实践要求。
