县级融媒体中心参与基层社会治理的路径创新研究

摘　　要：目前关于县级融媒体中心参与基层社会治理的路径研究,大多以媒介功能和治理能力为研究进路,缺少在具体治理理论框架下的讨论。在实践中,亦表现出县级融媒体中心作为治理主体的属性不被重视,其治理创新行为缺乏体制机制的支持。作为应对复杂问题的治理机制,网络治理及其相关理论在我国基层治理实践中也得到了实践,一定规模的跨部门、多主体协作的治理网络在逐渐出现。我国研究者也将不断演进的网络治理理论体系与我国治理经验相融合,形成了本土化的理论框架。因此,本文基于本土化的网络治理理论框架,尝试提出县级融媒体中心参与基层社会治理实践的新模式。本文分析了县级融媒体中心参与社会治理的基本逻辑和实践路径创新,指出了县级融媒体中心作为治理主体的新角色应是信息网络居间者,梳理了县级融媒体中心面向治理实践进行建设的成长路径与待解决问题。At present, most of the research on the path of county-level media centers to participate in grass-roots social governance is based on media functions and governance capabilities, and there is a lack of discussion under the framework of specific governance theory. In practice, it is also shown that the attributes of county-level financial media centers as the main body of governance are not valued, and their governance innovation behavior lacks the support of institutional mechanisms. As a governance mechanism to deal with complex problems, network governance and its related theories have also been practiced in the practice of grass-roots governance in China, and a cross-departmental and multi-subject collaborative governance network of a certain scale is gradually emerging. Chinese researchers have also integrated the evolving theoretical system of network governance with China’s governance experience to form a localized theoretical framework. Therefore, based on the localization of the theoretical framework of network governance, this paper attempts to propose a new model for county-level media centers to participate in grassroots social governance practice. This paper analyzes the basic logic and practice path innovation of county-level financial media centers participating in social governance, points out that the new role of county-level financial media centers as the main body of governance should be the intermediary of information networks, and sorts out the growth path and problems to be solved by county-level financial media centers for the construction of governance practice.
