地方化产业集群空间演化及影响机制实证分析——基于泰州市生物医药产业微观数据考察

摘　　要：文章首先立足于演化经济地理学的“有限理性”假设,建立“问题提出—演化特征—演化机制”研究框架,然后利用1978—2019年泰州市214家微观生物医药企业数据,采用实证分析与规范性分析相结合的研究方法,从外部制度环境和企业异质性两个层面分析地方化生物医药产业空间演化特征及影响机制。结果表明:①考察期间,泰州市生物医药产业经历了“基本要素集聚—地方专业化产业集聚—关系网络集聚”三个阶段,其动态空间演化过程受异质性行动主体动态知识塑造和制度环境“粘合”的双重作用。②泰州市生物医药产业空间选择行为的核心驱动力源自政府作用。③泰州市生物医药产业发展受“历史积累”影响且存在一定程度“路径依赖”。文章旨在破除产业集群演化“路径依赖”的“低端锁定”,提出需要从外部制度环境与内生微观机制这两个层面在“旧路径”上进行资源与能力重新整合。In view of the fact that mainstream economic theories are difficult to effectively explain the actual contradiction between the formation and development of new industry space,this paper firstly establishes a research framework of"problem formulation-evolutionary characteristics-evolutionary mechanism"on the basis of the"bounded rationality"hypothesis of evolutionary economic geography.According to the data of 214 micro-biomedical enterprises in Taizhou from 1978 to 2019,it uses the methods of empirical analysis and normative analysis to analyze the spatial evolution characteristics of localized biomedical industry and its influencing mechanism from the perspectives of external institutional environment and enterprise heterogeneity.The results show that:1)During the investigation period,the biomedical industry in Taizhou experiences three stages:basic element agglomeration,local specialized industry agglomeration and relationship network agglomeration,and its dynamic spatial evolution process is influenced by the dynamic knowledge shaping of heterogeneous actors and the"glue"of institutional environment.2)The core driving force of spatial selection behavior of Taizhou biomedical industry comes from the role of government.3)The development of Taizhou biomedical industry is influenced by"historical accumulation"and has a certain degree of"path dependence".In order to break the"low-end lock-in"of"path dependence"in the evolution of industrial clusters,it is necessary to re-integrate resources and capabilities on the"old path"from the two levels of external institutional environment and endogenous micro-mechanism.
