摘　　要：美丽乡村标准化度是指在一定地域范围内,为开展美丽乡村标准化建设,制定、实施标准和推广标准化的总体能力和程度。为了更好地评价美丽乡村标准化度,本文从九个维度构建评价模型,运用层次分析法确定指标权重,并结合浙江实际案例进行分析。研究结果表明,方针政策、组织机制、专业标技委、人才培养、数字化、试点示范、标准制定、标准实施、创新指标所占权重分别为0.1863、0.1087、0.0656、0.0606、0.0510、0.0937、0.1393、0.1760、0.1188,美丽乡村标准化建设因素指标影响力从大到小为C_(1)>C_(8)>C_(7)>C_(9)>C_(2)>C_(6)>C_(3)>C_(4)>C_(5);浙江省从“十二五”到“十三五”美丽乡村标准化度评价结果实现了由一般到高的跨越。本文提出优化方针政策、加强标准实施、加大创新力度等措施,对提升乡村标准化度具有积极作用。The standardization degree of beautiful villages refers to the overall ability and degree of developing and implementing standards and promoting standardization,in order to carry out the standardized construction of beautiful villages within a certain geographical scope.In order to better evaluate the standardization degree of beautiful villages,an evaluation model was created from nine dimensions,and the weight of indicators was determined by analytic hierarchy process(AHP).Then,the analysis was carried out by combining the actual cases of Zhejiang province.The results show that,the weights of policy,organizational mechanism,technical committee of standardization,talent cultivation,digitalization,trials and demonstrations,standards development,standards implementation and innovation index are 0.1863,0.1087,0.0656,0.0606,0.0510,0.0937,0.1393,0.1760 and 0.1188 respectively.From large to small,the infiuence of factors in the standardized construction of beautiful villages is C_(1)>C_(8)>C_(7)>C_(9)>C_(2)>C_(6)>C_(3)>C_(4)>C_(5).From the“12th Five-Year Plan”to the“13th Five-Year Plan”,the evaluation results of the standardization degree of beautiful villages in Zhejiang province have achieved a leap.The measures such as improving the policy,strengthening the implementation of standards and increasing the innovation intensity have positive effects on improving the standardization degree of beautiful villages.
