摘　　要：中国石油集团工程技术服务业务在海外的发展整体上经历了三个阶段,初步实现了国际化,在“一带一路”沿线国家面临机遇与挑战并存的外部环境,且机遇多于挑战。中国石油集团工程技术服务海外业务的国际资源整合能力需要进一步提升,针对海外油服项目的专项攻关不足,工程技术服务标准制约市场的拓展,技术相关资源整合能力有待提升。一体化成为中国石油集团工程技术服务业务重要的比较优势;业务链完整,具备油气田勘探开发综合一体化服务能力;特色技术、交付能力和成本管控结合,在不发达国家市场占据优势。建议:国家层面,推动建立相关法律与机制,加强油气工程技术服务业务与金融、税收政策的融合,推动与“一带一路”国家间的标准互认。企业层面,完善与“一带一路”市场相适应的体制机制顶层设计;研究制订“一带一路”上下游一体化考核办法和激励机制;加强科技创新,打造工程利器,提高工程技术服务企业核心竞争力。The overseas development of CNPC’s engineering and technical service business has gone through three stages as a whole,and has initially achieved internationalization.In the countries along the Belt and Road,the external environment is faced with both opportunities and challenges and the latter is more than the former.The international resource integration capacity of CNPC’s engineering and technical service overseas business needs to be further improved and so do the technology-related resource integration ability since it is short of special solutions for overseas oil service projects and engineering technical service standards restrict the expansion of the market.Integration has become an important comparative advantage for CNPC’s engineering and technical service business.It could provide oil and gas exploration and development integrated service capacity with the complete business chain and has an advantage in the market of underdeveloped countries with the combination of featured technology,delivery capability,and cost control.It suggests promoting the establishment of relevant laws and mechanisms,strengthening the integration of oil and gas engineering and technical services with financial and tax policies,and promoting the mutual recognition of standards with Belt and Road countries at the national level.At the enterprise level,we should improve the top-level design of systems and mechanisms suitable for the Belt and Road market,study and formulate assessment methods and incentive mechanisms for upstream and downstream integration of the Belt and Road Initiative,strengthen scientific and technological innovation,build engineering tools,and improve the core competitiveness of engineering technology service enterprises.
