拉美地区油气投资环境及合作潜力分析

摘　　要：拉美地区石油和天然气资源丰富。2021年,拉美地区油气行业投资较为活跃,国际油价反弹给拉美油气行业带来了恢复性增长,石油产量止跌回升。在能源转型背景下,资源国政府坚持将能源安全放在优先地位;部分资源国继续调整和改善油气对外合作政策,增强投资吸引力。拉美地区依然是国际大石油公司投资的重点,地区行业竞争异常激烈。但需要警惕的是,拉美地区政治格局左进右退,导致资源民粹主义抬头,经济整体呈低增长趋势;社会贫富差距大,疫情防控不力,社会安全问题普遍存在。中国石油企业在拉美地区投资,应积极创新合作模式,探寻新的合作领域,及时跟进形势变化,分国施策,规避风险,保障投资安全,将中拉油气合作推向新的高度。With the rich oil and gas resources,investment in the oil and gas industry in Latin America was relatively active in 2021.The rebound in international oil prices brought recovery growth to Latin America’s oil and gas industry and oil production recovered from decline.In the context of energy transition,governments of resource countries gave priority to energy security and some resource countries continued to adjust and improve their foreign cooperation policies for oil and gas to make them more attractive for investment.Now Latin America is still the focus of investment by international oil companies,and the regional industry competition is extremely fierce.However,it should be warned that the political landscape in Latin America has changed from the right to the left,leading to the rise of resource populism and the overall trend of low economic growth.There is a wide gap between the rich and the poor,ineffective pandemic prevention and control,and widespread social security problems.Chinese oil companies should actively innovate cooperation models,explore new areas of cooperation,timely follow up the changes of the situation,adopt policies in different countries,avoid risks,ensure investment safety,and push China-Latin America oil and gas cooperation to a new high.
