“城市双修”项目库构建与实施方法探索--以北京城市副中心老城更新与双修为例

摘　　要：“城市双修”规划在城市更新改造中发挥着巨大作用,但在具体实施过程中仍然存在空间规划难落地的问题,尤其是对于其核心成果项目库的构建与实施,目前尚未形成成熟完善的方式。文章以“城市双修”项目库的构建与实施为课题,借鉴在北京城市副中心老城更新与双修实践中长期的规划实施经验,探索如何通过空间统筹、目标体系构建、组织机制协同等方式,科学、合理地构建项目库,以项目库为载体,将城市规划的战略构想和发展目标转化为实际的建设任务,摆脱“撒芝麻”式的项目编排模式,进而发挥“城市双修”规划对城市更新改造实施的空间统筹作用。The planning of“city betterment and ecological restoration”plays an important role in urban regeneration,yet there are implementation problems due to immature construction of project library.Learning from the experience in Beijing’s sub-center regeneration and restoration planning practice,the paper studies the rational construction of project library by way of spatial integration,target system establishment,and organizational coordination,transfers strategic visions and targets to practical missions instead of“project sprinkling”,and exerts the spatial integration role of“city betterment and ecological restoration”planning in urban regeneration.
