“双链融合”视角下的西安大都市区产业单元规划策略

摘　　要：随着创新对城市产业发展的驱动作用日益突出,传统的产业园区建设模式逐渐不能适应产业空间高质量发展的要求,急需探寻一种契合产业链、创新链融合发展需要的新型产业空间载体的规划技术方法。针对这一诉求,文章基于西安市的典型案例,以解析基础研究转化型、军民融合创新型、优势产业集群型三类代表性的产业创新转化路径为出发点,提出围绕创新动力源布局产业转化空间的思路,构建了产业单元这一空间模式,并从城市整体、单元群体、单元个体三个层面对都市圈产业单元规划布局和管控方法进行了探索,以提高产业空间布局和管控的科学性、统筹性。Innovation as a driving force for industrial development is getting prominent,and traditional industrial park construction model no longer fits high quality industrial space development,therefore a planning approach for new industrial space that integrates industrial chain and innovative chain is needed.With Xi’an as an example,the paper studies the three typical paths of innovation transformation:basic research,military-civilian integration,and industrial clusters,proposes industrial unit as the new space model for industrial transformation,and explores metropolitan industrial unit planning at three levels:the city in general,unit group,and individual unit.It is hoped that industrial space layout may be improved and rational,integrated governance will be realized by this new approach.
