摘  要:复杂重大工程对维护社会稳定、促进经济发展和科技进步具有重要意义。因其具有多目标、多阶段、技术复杂、决策主体众多等特征,传统的综合评价方法不足以解决复杂重大工程所面临的方案论证问题。本文基于嫦娥四号工程方案论证的成功实践,提出了一种考虑目标、阶段、技术、主体(Objective,Stage,Technology,Agent,OSTA)四元组方案论证方法,主要包括复杂重大工程四元组方案论证耦合关系框架构建及论证模型。通过拓展可为其他复杂重大工程方案论证提供决策参考。Complex and major projects have great significance to maintain the social stability,and promote economic development and scientific technological progress.Those projects have the characteristics of multi-objective,multi-stage,complex technology and many decision-making agents.The traditional comprehensive evaluation method is not enough to solve the problem of scheme demonstration faced by complex major projects.Based on the successful practice of scheme demonstration of Chang’e 4 project,this paper puts forward a four-tuples scheme demonstration method considering objective,stage,technology and agents(OSTA),which includes the framework construction of coupling relationship and demonstration model of complex and major projects.This method provides decision-making reference for the scheme demonstration of other complex and major projects.
