摘　　要：公平竞争审查制度的建构具有长效性和系统性,考虑到长三角区域的发展仍不均衡以及各地区公平竞争审查发展的差异性,首先应当联合构建投诉反馈回应机制,以制度的形式予以规范和保障,这是优化长三角区域公平竞争审查公众投诉机制的内在要求。公众投诉机制应成为长三角区域一体化发展中公平竞争审查制度的一项长效机制,在审查的不同阶段发挥其自身的机制价值,同时公众投诉机制的基本架构也不仅限于自我审查模式下的运行方式,而应突破自我审查,构建独立的公平竞争审查投诉反馈机制。Considering the uneven development of the Yangtze River Delta region and the differences in the development of the fair competition review in each region,it is an inherent requirement to optimize the public complaint mechanism of the fair competition review in the Yangtze River Delta region by first jointly constructing a complaint feedback response mechanism and regulating and guaranteeing it in the form of a system.The public complaint mechanism should become a long-term mechanism of the fair competition review system in the integrated development of the Yangtze River Delta,and play its own institutional value at different stages of the review,while the basic structure of the public complaint mechanism is not limited to the operation of the self-review mode,but should break through the self-review and build an independent fair competition review complaint feedback mechanism.
