摘　　要：为健全公立医院运营管理体系,利用大数据优势提高运营管理科学化、规范化、精细化水平,公立医院急需完善运营管理信息化应用建设。本文应用文献分析、问卷调查、实例分析等方法梳理公立医院在信息化建设过程中面临的主要问题:多系统之间基础数据不统一、数据传输存在滞后性与遗漏风险、医院运营管理人员业务素质参差不齐以及缺乏完善的资源管理系统。为进一步促进公立医院医疗资源整合,使其发挥的社会效益最大化,构建业务财务深度融合的经济运营智能信息一体化平台已刻不容缓。本文以A医院的平台建设实践为例分析预算管理、招标采购管理、合同管理、资产管理、资金管理、绩效管理等模块互联互通的优化路径,以期为我国其他各级各类公立医院运营管理信息化建设提供一定的借鉴。In order to improve the operation and management system of public hospitals and use the advantages of big data to improve the scientific,standardized and refined level of operation management,public hospitals urgently need to improve the construction of operation and management informatization applications.This paper uses literature analysis,questionnaire survey,case analysis and other methods to sort out the main problems faced by public hospitals in the process of informatization construction:inconsistency of basic data among multiple systems,lag and omission risks in data transmission,uneven professional quality of hospital operation and management personnel,and lacks a sound resource management system.In order to further promote the integration of medical resources in public hospitals and maximize their social benefits,it is imperative to build an integrated platform of economic operation and intelligent information with deep integration of business and finance.This paper takes the platform construction practice of hospital A as an example to analyze the optimization path of the interconnection of modules such as budget management,bidding and procurement management,contract management,asset management,fund management,performance management,etc.,and aims to provide certain reference for the operation and management informatization construction of other public hospitals at all levels in China.
