赴俄留学培训基地服务地方实效性瓶颈问题对策研究

摘　　要：教育部留学服务中心与国内对俄特色高校共建国家级赴俄留学培训基地,旨在为广大学生提供赴俄留学培训及出国相关服务。近几年,作为高校服务社会职能平台之一,高校赴俄留学培训基地在服务地方过程中遇到了一些瓶颈问题,导致高校基地服务地方的实际效果不佳。以黑河学院国家级赴俄留学培训基地为研究平台,结合地方黑龙江区域经济发展需求,提出解决我国赴俄留学培训基地服务地方实效性瓶颈问题的对策和建议。The service center for studying abroad of the Ministry of Education of China and some domestic universities featured by cooperating with Russia have jointly built the national training base for studying in Russia,with the aims of providing students with training and related services for studying in Russia.However,the training base,as one of the social service platforms of the college,have encountered some bottleneck problems in the process of serving local areas,which affects the actual effectiveness of the service work.This paper makes a study on the national training base in Heihe University,and puts forward,in accordance with the needs of local economic development in Heilongjiang Province,some countermeasures and suggestions for solving the bottlenecks in the effectiveness of the national training base for studying abroad in Russia.
