摘　　要：城市中央活动区地下空间开发利用对于提升地区公共功能与空间品质有重要意义,而规划实施越来越成为当前所面临的最大问题。本研究从上海世博园区规划建设实践出发,分析总结地下空间规划实施难点主要在于地下连通实现、公共功能保障和建设运营整体性。研究从规划和建设运营两个层面分别提出应对建议,为其他同类型地区提供借鉴和参考。以实现全生命周期的地下开发为落脚点,研究呼吁地下空间规划的实施需要更加精细化的空间规划,以及实施机制的不断创新。The development and utilization of underground space in the urban central activity area is of great significance to improve public function and space quality, but the planning implementation has increasingly become the biggest problem faced at present. Based on the planning and construction practice of Shanghai World Expo area, this paper analyzes and summarizes that the difficulties in the implementation of underground space planning mainly lie in the realization of underground connectivity, the guarantee of public function and the integrity of construction and operation. The paper puts forward corresponding suggestions from the aspects of both planning, construction and operation, and provides a reference for other similar regions. To realize the whole life cycle of underground development, the paper calls for the refinement of space planning and the continuous innovation of implementation mechanism.
