摘　　要：我国科技成果转化严重滞后于西方国家,阻碍了我国科技竞争力的上升。产权激励是驱动科技成果转化的重要渠道,但我国科技人员的产权激励处于缺失状态。基于我国科技成果的样本数据,实证性的检验解析了科技人员产权激励对科技成果转化的驱动机理,发现了产权激励的优势和不足,提出了产权激励的改进策略,从而提高科技成果转化的效率。研究表明,科技人员产权激励的主要改进策略包括:重视产权激励的作用,提高使用权和收益权的激励功能,激活所有权、交易权、处置权的功能,完善科技成果转化的相关法律制度。The transformation of my country’s scientific and technological achievements is seriously lagging behind that of Western countries, which hinders the rise of my country’s scientific and technological competitiveness.Property rights incentives are an important channel to drive the transformation of scientific and technological achievements, but the property rights incentives for scientific and technological personnel in our country are in a state of lack.Based on the sample data of scientific and technological achievements in my country, the empirical test analyzed the driving mechanism of scientific and technological personnel’s property rights incentives to the transformation of scientific and technological achievements, discovered the advantages and disadvantages of property rights incentives, and proposed improvement strategies for property rights incentives to improve the efficiency of scientific and technological achievements transformation.Research shows that the main improvement strategies for scientific and technical personnel’s property rights incentives include: attaching importance to the role of property rights incentives, improving the incentive functions of use rights and income rights, activating the functions of ownership, transaction rights, and disposal rights, and improving the relevant legal systems for the transformation of scientific and technological achievements.
