摘　　要：世界百年大变局的变革动荡中,美国国家战略演进与政策调整是理解“世界怎么了”的症结所在。冷战后,单极霸权战略成为美国大战略,其核心目标是确保世界范围内美国首要地位。美国学者从现实逻辑和历史依据在理论上为单极霸权战略提供合法性支持。在实践中,美国单极霸权战略的实施呈现出不同阶段的政策调整和表现形式,客观上体现了美国实力相对衰落的事实和国际战略格局的历史性变化。美国单极霸权战略与世界和平与发展的时代主题背道而驰,是世界动荡不安的主要原因,人类命运共同体思想是解决时代问题的钥匙。The evolution of American national strategy and policy adjustment are the crux of understanding“what’s wrong with the world”in the transformation and turbulence of the world’s great changes in the past century. After the cold war, the uni-polar hegemonic strategy has become the grand strategy of the United States, whose core objective is to ensure the primacy of the United States in the world. American scholars theoretically provide legitimacy support for the uni-polar hegemonic strategy from the practical logic and historical basis. In practice, the implementation of the U.S. uni-polar hegemonic strategy objectively reflects the fact that the U.S. power is relatively declining and the the international strategic pattern has historically changed. The uni-polar hegemonic strategy of the United States runs counter to the theme of world peace and development, and is the main cause of instability in the world. The idea of a community of common destiny for all mankind is the key to solving the problems of the times.
