摘 要:为快速准确地判定水资源配置工程突发性水污染事故预警级别并采取响应措施,从分析污染事故直接及间接危害入手,基于压力-状态-响应(PSR)判定模型,从污染事故特征、社会与生态健康风险以及事故应急响应3个方面筛选出12个预警指标,形成涵盖污染监测与预测、警情评估、事故处置方案评估等内容的水资源配置工程突发性水污染事故预警体系。该预警体系将层次分析(AHP)-模糊综合评价法与环境流体动力学程序(EFDC)模型结合,可实现事故预警等级快速判定。以珠江三角洲水资源配置工程取水口水质影响敏感区域为例,将构建的预警体系应用于可能突发的氨氮超标排放事故预警模拟,可为事故预警等级的快速、有效判定与突发事故精准处置提供依据。In order to quickly and accurately determine the early warning level of sudden water pollution accidents in water resources allocation projects and take response measures, this paper constructed an early warning system for sudden water pollution accidents in water resources allocation project, which included the pollution monitoring and prediction, alarm situation assessment, accident disposal scheme assessment and so on. The established early warning system started with the analysis of direct and indirect hazards of pollution accidents, and contained 12 early warning indicators from three aspects of pollution accident characteristics, social and ecological health risks and accident emergency response, which were selected on the basis of Pressure-State-Response(PSR) decision model. The early warning system adopted the combination of Analytical Hierarchy Process(AHP)-fuzzy comprehensive evaluation method and the Environmental Fluid Dynamics Code(EFDC) model to realize the rapid determination of accident early warning level. The early warning system was applied to the sensitive area of the intake water quality of the water resources allocation project in the Pearl River Delta, and the possible sudden ammonia nitrogen discharge accidents in the region were simulated, so as to provide a basis for rapid and effective determination of accident early warning level and accurate disposal of sudden accidents.
