摘 要:文章基于省级数据构建科技资源配置效率评价指标体系,运用超效率SBM模型测算中国2011—2020年科技资源配置效率。在此基础上,利用Kernel密度估计、马尔科夫概率转移矩阵方法实证分析中国科技资源配置效率的时空动态分布与演进趋势。研究发现:中国科技资源配置效率整体水平偏低,且区域间、区域内及省域间均存在较大差异;随着科技资源配置效率水平逐年增长,省域间绝对差距呈现逐渐缩小趋势;科技资源配置效率水平呈现“东高西低”的阶梯式分布特征;科技资源配置效率水平演变趋势具有一定惯性,表现为相邻等级间转移概率较大,跨等级转移概率较小;未来一段时间内中国科技资源配置效率水平有望向上转移。Based on provincial data,this paper constructs an evaluation index system for the allocation efficiency of scientific and technological resources,and uses the super-efficiency SBM model to estimate the allocation efficiency of scientific and technological resources in China from 2011 to 2020.On this basis,Kernel density estimation and Markov probability transition matrix method are used to empirically analyze the spatiotemporal dynamic distribution and evolution trend of China's science and technology resource allocation efficiency.The research found:The overall level of China's science and technology resource allocation efficiency is relatively low,and there are large differences among regions,within regions and between provinces;As the level of scientific and technological resource allocation efficiency increases year by year,the absolute gap between provinces is gradually narrowing;The level of scientific and technological resource allocation efficiency shows a step-like distribution characteristic of"high in the East and low in the West";The evolution trend of the level of scientific and technological resource allocation efficiency has a certain inertia,which is manifested in that the probability of transition between adjacent levels is large,and the probability of transition across levels is high.China's scientific and technological resource allocation efficiency level is expected to shift upwards in the future.
