摘 要:高校体育行动方案的设计与实施建设,对高校体育改革和完善大学生体育治理体系具有至关重要的作用。采用文献法和逻辑分析法,对发达国家高校相关体育行动方案的价值观念、目标使命、资金来源、合作伙伴和组织实施等方面的建设情况进行分析。结果表明:1)发达国家注重体现平等包容和尊重公平等价值观念,同时重视培养学生领导力;2)主要目的是提高学生的体育参与度和增强学生与社会的相互联系,促进他们的社会融合;3)内部具有分工明确、运转协调的组织结构;4)重视整合不同类型体育行动方案,通过多种形式和多种社会交互活动促进学生体育参与;5)资金来源途径较为多样化,合作伙伴趋于多元化。对我国的启示:1)充分彰显“整体参与”的价值观念,最终达到促进学生社会融合的目标使命;2)构建学校和社会组织之间清晰的共同组织管理网络,明确职能划分,形成互利共赢长效机制;3)实现多种类型行动方案交互融合实施的新局面,注重学生全面发展多元目标的实现;4)设计具有自主造血能力的行动方案,充分调动社会资源助推行动方案实现;5)加强实施主体之间的协作和联动发展,构建多元主体参与联动治理机制。The design and implementation of college sports action plan plays a vital role in the reform of college sports and the improvement of the college sports governance system.Using the methods of literature and logical analysis,this paper analyzes the construction of relevant sports action plans in colleges and universities in developed countries in terms of value concept,target mission,funding source,cooperation partners and organization implementation.The results show that:1)Developed countries pay attention to values such as equality,tolerance and respect for fairness,and at the same time attach importance to students’leadership;2)The main purpose is to increase students’participation in sports and increase the connection between students and society,and promote their social integration;3)It has an internal organizational structure with clear division of labor and coordinated operation;4)Pay attention to the integration of different types of sports action plans,and promote students’sports participation through various forms and social interactions;5)The sources of funds are diversified,and the partners tend to be diversified.Enlightenment to China:1)Fully highlight the value concept of“overall participation”and finally achieve the goal and mission of promoting students’social integration;2)Build a clear joint organization and management network,and clarify the division of functions between schools and social organizations to form a mutually beneficial and win-win long-term mechanism;3)Realize the new situation of interactive integration and implementation of various types of action plans,and pay attention to the realization of multiple goals of students’all-round development;4)Design the action plan with independent hematopoiesis ability,and fully mobilize social resources to promote the realization of the action plan;5)Strengthen the cooperation and linkage development among the implementation subjects,and build a linkage governance mechanism for multiple subjects to participate in.
