摘　　要：在知识产权创造、运用、保护、管理、服务的全链条中,知识产权服务通过与其他各环节结合并相互产生重要影响,可以实现知识产权的重要市场价值并带来社会福利的增进。面向2035年的知识产权服务发展,基于对相关发展现状与理论分析,提出知识产权公共服务和市场化服务协调发展的机制设计思路及其动态特征,指出不同类型的知识产权服务将在市场发展的各个阶段发挥其关键作用。基于此,进一步提出在知识产权领域建立“基础支撑型”服务、完善“发展推动型”服务和发展“要素配置型”服务的相关举措建议。Throughout the entire process of intellectual property creation,application,protection,management and service,intellectual property service interacts with each of the other links,providing critical support for realizing the important market value of intellectual property and thus advancing social welfare.We analyze the current state of the development of intellectual property service in conjunction with relevant theories,and further put forward the mechanism design ideas and dynamic development characteristics of coordinated development of intellectual property public service and market-oriented service.We also point out that different types of intellectual property will play key roles in different stages of market development.Based on the analysis,we propose relevant measures and suggestions to establish“foundational support”service,improve“development-driven”service and develop of“factor allocation”service in the field of intellectual property rights.
